The City of Mission Hills is chartered under Kansas statute as a City of the Third Class, and it operates as a Council/Administrator form of government. The governing body consists of the Mayor and a five-member City Council elected at large within the City to staggered four-year terms.
The Mayor presides over City Council meetings, represents the City Council at various business and ceremonial events, and votes in order to break a tie. In addition, the Mayor appoints the Municipal Judge, City Clerk, City Treasurer, City Prosecutor, City Attorney, Chief of Police, and Law Enforcement Officers; various citizen advisory boards, commissions and ad hoc committees.

As a legislative body, the City Council is responsible for the enactment of local laws, the adoption of the annual City Budget and Capital Improvement Program, and the review and adoption of proposed policies, agreements, contracts and other City business items.
The City Council generally meets on the second Monday of the month at 6:30 p.m. in the Council Chambers at City Hall. Any person wishing to address the City Council on any matter, whether or not it appears on the agenda, may request to do so under the visitors portion of the agenda. Individuals are encouraged to contact the City Administrator or Mayor in advance. No action will be taken on any items not on the agenda.
