Q. What are common causes of wet basements?
Poor drainage around the house is the most common cause for wet basements. Johnson County Wastewater wants to help property owners protect their property during heavy rain events and has recreated the Common Causes of Wet Basement flyer to identify issues and solutions.

Q. What are the established time limits for noise?*

  • Heavy construction noise (bulldozer, grader, fork lift, dump truck, crane, cement mixer) is permitted from 8 a.m. to 6 p.m. Monday through Saturday. Normal construction noise is permitted from 8 a.m. to 8 p.m. Monday through Thursday and 8 a.m. to 6 p.m. Friday and Saturday. No work can occur on Sundays or legal holidays. If work occurs outside of these hours, it can result in a citation. If you observe construction outside of the permitted hours, please call the Police Department’s non-emergency number, 913-642-5151.
  • In residential districts, gas-powered lawn care equipment (lawn mowers, lawn edging equipment, leaf blowers, weed trimmers and rotary tillers) that exceed 85 dB(A) at the source of the sound, may only be operated between 8:00 a.m. and 6:00 p.m. on Monday through Saturday, excluding the legal holidays of New Year’s Day, Memorial Day, Independence Day, Labor Day, Thanksgiving, and Christmas. Lawn maintenance equipment with sound levels of 85 dB(A) or less at the source of the sound may be operated between 8:00 a.m. and 8:00 p.m. on any day of the week and shall not be subject to the dB(A) limits.  Country Clubs are permitted to run equipment from sunrise to sunset any day of the week.  
  • Noise from sound equipment or musical instruments must meet the regular sound emission standards (60db(A) from 9:00 a.m. to 11 p.m. and 55db(A) from 11:00 p.m. until 9:00 a.m. the following day) except on Friday, Saturday and legal holiday nights where the regular 60db(A) limit is extended from it's usual cut off time of 11:00 p.m. to 12:30 a.m. the following day.

Q. What are the residential light regulations?*

Any light or combination of lights that cast light on a public street cannot exceed one (1) footcandle as measured from the centerline of the street. Any light or combination of lights that cast light on an adjacent residence cannot not exceed one-half (0.5) footcandle as measured from the property line. Security lights activated by a motion detector should go off 10 minutes after the motion detector is triggered.

Q. What are the regulations for solicitation?
Door-to-door solicitors are required to obtain a Solicitation Permit from the City. No soliciting is allowed at residences on the City's "No Visit List" or if a “No Solicitation” decal is posted. Click here to be added to the No Visit List. "No Solicitation" decals are available at City Hall. Solicitors may only solicit between the hours of 10 a.m. to 7 p.m., and from 10 a.m. to 9 p.m. April 1 through September 1.

Q. What activities do I need a permit for?
A permit is needed for block parties; photography/filming in the city; garage/estate/moving sales; weddings; events in public parks; holiday lighting placed across city property, streets and right-of-ways; fireworks displays; building/construction activity; and tours/ticketed events. Permit applications are accepted electronically via OpenGov.

Q. How do I find information about the trash/recycling program?
Weekly trash, recycling and yard waste pickup is provided by Waste Management. Click here to obtain information about acceptable pickup items or to find out your trash/recycle pickup day. Mission Hills provides a heavy household item pickup every spring and fall. Yard waste pickup is Monday for the entire City.
